Net Excess Generation Notes

If a Customer-Generator feeds back to the City more electricity than the City supplies the Customer-Generator during a billing period, the City shall charge the Service Charge for that rate class but there will be no kWh charge for that month. The City will record the Customer-Generator’s excess kWh generated. Any excess kWh recorded will be rolled over to the following billing period. In March of each year, the prior 12 months of Customer-Generator’s kWh will be reviewed. If applicable, those who generated more kWh than the City provided to them - will be issued a payment equal to the excess kWh generated multiplied by the City’s Avoided Cost Rate. ($0.0350 / kWh)

Compiled from public records, 2026. Tariffs and interconnection rules change; verify with Milton-Freewater City Light & Power before you rely on this. The useful move: if an installer says you need a main panel upgrade, ask how these tap and interconnection policies were considered first.
