A customer with a qualifying facility or net metered facility having a capacity below 40 kilowatts that is interconnected to a cooperative electric association or a municipal utility may elect to be compensated for the customer's net input into the utility system in the form of a kilowatt-hour credit on the customer's energy bill carried forward and applied to subsequent energy bills. Any kilowatt-hour credits carried forward by the customer cancel at the end of the calendar year with no additional compensation.

For interconnection of a proposed DER to a radial distribution circuit, the aggregated generation, including the proposed DER, on the circuit shall not exceed 15 percent of the line section annual peak load as most recently measured or 100 percent of the substation aggregated minimum load. A line section is that portion of an area electric power system (EPS) operator’s electric system connected to a member bounded by automatic sectionalizing devices or the end of the distribution line. The area EPS operator may consider 100 percent of applicable loading (i.e., daytime minimum load for solar) if available, instead of 15 percent of line section peak load.

If the existing meter seal must be cut for access service wiring or removal of the meter as part of the installation, the electrician or project manager must call  for notification prior to cutting the seal.


If you need to have power disconnected to accommodate installation, please call our scheduling department at  in advance to schedule a crew for the disconnect.

Site Plan Reqs

Site Diagram shall include the following:

  • Shall be to scale
  • Location of DER
  • Location of meter(s)
  • Location of Utility AC disconnect
  • Location of PCC/RPA/PoC
  • A Note mentioning 24/7 unescorted access
  • Location of underground/overhead electrical wires - If underground, shall include any easements/right of ways
SLD Reqs

** The one-line diagram shall be signed and stamped by a Minnesota Professional Engineer if the DER is larger than 20 kW and uncertified or larger than 250 kW and certified.


  • The one-line diagram shall include, but not limited to, the following information:
  • Applicant Name
  • Installer name and contact information
  • Address where DER system will be installed
  • Correct electrical position of all equipment, including but not limited to: Panels, Inverter, DC, and AC disconnects
  • Distance between equipment
  • Labeling found on equipment
  • Total aggregated AC nameplate rating of DER
  • DER protection elements
  •  Method of interconnection at the PoC (i.e. double lug on meter socket, service panel breaker or other)
  • Differentiate between existing and new equipment

Metering Requirements are uploaded in the files section under "Metering Requirements"


The meter socket shall be installed in a location that meets the following specifications:

1) The center of the meter socket shall be located at a height between 4 to 6 feet above the ground.

2) Location and path to the meter socket must be continuously clear and free of hazards for anyone accessing the meter.

3) Meter sockets must be a minimum of 3 feet away from a gas meter and 6 feet away from combustible storage.

4) Meter sockets shall have unobstructed space of at least 3 feet in front and 1 foot to each side.

5) Meter socket shall be installed within 10 feet of the service transformer. If not feasible, contact the Area EPS to discuss specific issues and determine location that is mutually agreed to.


AC Disconnect


  • AC disconnect shall be located within 10 feet of the revenue meter and within line of sight or with appropriate label as to where the disconnect is located with 24/7 unescorted access.
  • Provide a visible air-gap.
  • Be an AC rated device, UL or National Electrical Manufacture’s Association approved.
  • Be manually operable by one person.
  • Be lockable in the open position.
  • Be sized for adequate ampere capacity.
  • Does not require fasteners to be removed to access the disconnect handle.
  • Be gang operated so that operation of one switch handle opens and closes all energized conductors simultaneously.
  • Not interrupt neutral conductors.
  • The Utility AC Disconnect may be the same disconnecting means required by the NEC 690.13, 705.20 or 706.15 if the disconnect meets all the other Area EPS Operator requirements listed in this section. A draw out style breaker is acceptable, however a visible break switch is preferred.
Placards

All signage and labeling shall meet applicable NEC requirements including NEC 110.21 (B), 690.13 and 705.10.


Utility AC Disconnect

The Utility AC disconnect shall be labeled as “UTILITY AC DISCONNECT.” The Utility AC Disconnect shall be located within ten feet of the main service meter.


Remotely Located Utility AC Disconnect

If the Utility AC Disconnect is not located within ten feet of the main service meter, a permanently affixed waterproof placard shall be located within ten feet of the main service meter. The placard shall include a mapped representation of the property with the location of the Utility AC Disconnect clearly denoted.


Multiple AC Disconnects

If a single Utility AC Disconnect cannot be used to disconnect all DERs, all Utility AC disconnects should include numerical identification such as “UTILITY DER AC DISCONNECT 1 OF 2” or similar. The number of disconnects required to be operated to isolate the DER from the utility should be clear. A permanently affixed waterproof placard shall be located within ten feet of the main service meter clearly indicating the number and locations of the multiple Utility AC Disconnects.


Production Meter (if applicable)

The production meter shall be labeled as “DER PRODUCTION METER” or similar. If there are multiple DER types present at a location the production meter shall indicate the type of DER behind the meter.
