When generation exceeds consumption, the unused kilowatt-hours (kWh) go into a kWh bank at the end of each month. Any unused banked kWh are carried forward to offset your electric use in a future month.

Annual Bank Payouts Annually in April, we will pay you for any unused kWh and “zero out” your banked kWh. We calculate your payment by multiplying any unused banked kWh by our average wholesale power cost for the prior year.

Leave VM with HCE Engineering for corresponding District with permit #, address, and work being done. They typically call back within 24 hrs.

Plans & docs

Site Plan Reqs
  • Existing systems: Enter PV details in “EXISTING SYSTEM INFORMATION” at the top of the System Information page. If existing solar equipment is being removed, it must be noted on the plans.
SLD Reqs
  • The utility is no longer requiring production meters due to a supply chain issue.
  • Tesla Backup Switch is not allowed.

Install Reqs

1.) The utility requires that select the correct inverter settings upon commissioning, failure to do so will cause unnecessary re-visit to the customer's property (if settings can't be updated remotely)

  • Enphase: IEEE 1547:2018 HCE, VV Enabled (1.3.1)
  • SolarEdge: IEEE 1547-2018/UL1741SB OR CA Rule 21/UL1741SA

2.) The system must not be energized until Permission to Operate (utility inspection/AHJ inspection) has been received.

Placards

Meter Placards

  • “PV SYSTEM CONNECTED” - yellow placard with black indented letters
  • Must be placed next to the meter
  • If the meter is inside an enclosure/dog house, also place the same placard on the exterior door

Disconnect Placards

  • “PV AC DISCONNECT” - red placard with white indented letters
  • Each disconnect must have a placard
  • If more than one disconnect, label them “1 of 2,” “2 of 2,” etc.
  • Disconnect must be photographed in the OFF position with a red HCE locking tag

Mapping Placards (if needed)

  • Required if meter and disconnects are not within 10 ft or line of sight
  • Must have matching placards at each location
  • Use white text on red or black text on yellow
