The required side or rear yard setbacks may be reduced to a minimum of five (5) feet for on-site consumption solar collection systems provided that the panels do not exceed nine (9) feet in height or two hundred fifty (250) square feet of solar land coverage encroachment into the setback, and are screened from adjacent properties
